Internet access a right? Well it should be, but after seeing countless goverment programs and wannabe ISPs giving it for free and falling on there ass its not very likly to succed, the tech. is there wireless, mobile, satellite, wimax could all be used quite well without spending loads on cable upgrades and repairs. Even BPL (broadband over power lines) would have a use, but when money gets involved you can be assured of one thing the customer gets bent!
Kiwi fruit... reason... none :

"Almost four in five people around the world believe that access to the internet is a fundamental right, a poll for the BBC World Service suggests. The survey - of more than 27,000 adults across 26 countries - found strong support for net access on both sides of the digital divide.Countries such as Finland and Estonia have already ruled that access is a human right for their citizens."
